Recording and Documentation of Antisemitic Incidents


The Alfred Landecker Foundation supports the Federal Association of Departments for Research and Information on Antisemitism RIAS e.V. to sustainably strengthen its vital work in the fight against antisemitism and provide better support to those affected.

In 2023, the number of antisemitic incidents recorded by RIAS (Research and Information Centre on Antisemitism) increased by nearly 83% compared to 2022. This sharp rise is primarily due to the incidents that followed October 7th, which accounted for more than half of all reported cases. Jewish communities in Germany had already faced high levels of discrimination and antisemitism for several years.

Since its founding in 2018, RIAS has systematically documented antisemitic incidents in Germany and incorporated the perspectives of those affected into public discourse. Through its multilingual reporting platform, www.report-antisemitism.de, RIAS enables those affected, witnesses, and family members to swiftly report antisemitic incidents – including those that fall below the threshold for criminal prosecution. These reports are professionally verified, contextualised, and forwarded to the relevant regional reporting centres.

In addition to documentation, RIAS plays a key role in supporting those affected. The Federal Association coordinates the provision of assistance through partner organisations and connects those affected with specialised counselling services, such as OFEK e.V., to ensure they receive the necessary legal, psychological, and social support. With this work, RIAS contributes to bringing antisemitism in Germany to light and provides comprehensive data that is used by both state and civil society actors to develop precise measures for combating antisemitism.

European Network on Monitoring Antisemitism

Additionally, the Alfred Landecker Foundation, in collaboration with the European Commission, has co-financed the European Network on Monitoring Antisemitism (ENMA), launched in 2024 under the coordination of RIAS. The aim of this network is to establish a unified system for recording antisemitic incidents across several EU member states, in order to provide comparable data across different countries. In its work, ENMA relies on the proven database technology and high operational standards of RIAS. Through this collaboration, antisemitic incidents can be documented more efficiently and accurately, enabling more targeted efforts to combat antisemitism at the European level.
